Instant transfer on Apple Pay

Why won’t Apple Pay let me instant transfer ? I have my debit card on wallet but everyone I try to transfer it it says “add debit card” then when I enter my information , it says “card already in wallet” and won’t do anything further ......?

It has to be a Visa to use instant transfer - Transfer money from Apple Cash to your Visa debit card or bank account - Apple Support
