If you were syncing Contacts with iCloud, go to Settings/Your Name/iCloud, sign in with the same Apple ID, and turn Contacts syncing on. Allow time for the Contacts to sync.

Do you have a backup of the old phone. If yes, you can restore the backup to your new phone. Your contacts will be incorporated into the new phone. Be sure and install the latest iOS during the restoration process.
