Not able to activate

Why can’t I active my old iPhone it keeps saying “ disconnect your iPhone, make sure the SIM card is inserted correctly and, if you use a sim pin, tap unlock to enter it and then reconnect iPhone” when I connect it to iTunes To update it. I have bought a new SIM card and it is still saying the same thing & on my iPhone it says unable to activate and update is required to active your iPhone.
