Can you add/purchase more transitions in iMovie?
is there any way off adding more transitions or effects into iMovie, like plugins you can with other apps? i.e Adobe

iMovie 10 doesn't accept third party plug-ins. However, you might want to check out a free app from the app store called Hyperspektiv. Here's the link:
Hyperspektiv is an iPhone app, but its effects often can be exported and used in iMovie for Mac. Take a look at what the user did in this thread:

There are other ways of using other apps to create transitions and effects that can then be imported into iMovie. Any third party app that can create effects on a clip that can be exported
out as a movie file that is compatible with iMovie can be imported with its effects into iMovie.
For instance, you can create different transitions and effects with the Keynote app, that is either already on your Mac or can be obtained free from the app store. Then you export the modified clip out as a movie clip and import it into iMovie.
Within iMovie you can select Window/Theme Chooser to select a theme that often will provide unique transitions. If you don't want the theme itself, you can delete out other elements of the theme and keep the transitions.
You can also choose to open a Trailer by clicking on the gray icon in the Projects browser screen. Then File/Convert to Movie. That will leave you with a project from which you can crib different effects and transitions used in the trailer. There are numerous trailer themes with different effects.
Within the Photos app you can make a slide show project with different themes and export the slideshow as a movie that can then be dragged into iMovie.
If you have an operable iMovie 6 app on your Mac (prior to the Catalina OS) there are many effects there that can be created, exported out, and imported into iMovie 10.
