Hello i have an iphone xs that says "iphone is disabled" connect to itunes, it did download for the phone but i still cant find the phone on itunes to unlock and register it

iphone is disabled connect to itunes my youngest son tried logging into phone numerous time and phone is locked Msg on phone shows iphone is disabled connect to itunes. I have tried erasing phone logging into icloud and also find my phone, but doesn't do anything. I tried plugging into computer with itune and it's not detecting. I used other phone to make sure it wire work and it detects phone. Need help on unlocking phone.
