In the App Store app of my IPad, there is a “Hidden Purchases” pop-up. I do not see how to close the “Hidden Purchases” popup in the App Store app. I have no hidden purchases.
I do not know how to do a screen capture.
I can not update apps or do anything in the App Store until I close this pop-up “Hidden Purchases”.
You’re quite correct - having opened the Hidden Purchases dialogue, there isn’t a corresponding close window option. This omission has existed ever since the Hidden Purchases feature was exposed within iOS. The only way to exit this page is to force-close the window.
Open the Task Switcher page (double-click the home button - or swipe up from the bottom edge to the centre of the screen, pause, then release), then swipe the unwanted page off the top of the screen.
I hope you find this to be helpful in both confirming the behaviour that you observe - and providing the solution to closing this page.

You might wish to consider offer some feedback to Apple about this issue. You won’t receive a reply, but it might help to highlight the problem to the appropriate team - although I suspect that few users will ever look for their hidden purchases - let alone discover and complain of the issue 🙂
After 10 minutes, the popup “Hidden Purchases” closed. I have no idea why or how. Odd and annoying.
Your link was for iPhone but I figured out how to take screen pics with iPad Pro but how do I shrink the size.
When I upload screen capture, I get a complaint that the up load is too big.
That worked... (forced-close).
I thought I tried this but maybe not.
