getting photo album off iphone and into PC folder.

I am trying to get an photo album I made on my iPhone into a picture folder on my PC.

I have tried connecting my phone to laptop to access photos but the photos do not appear in albums.

I have tried accessing the photos from iCloud, the album is there but only half the photos are in it. My photos are set to sync to iCloud and upload to photo stream.

Not sure why they are not all uploading and can't find any help on iCloud for this problem.
