I have 40 cents left in my Apple ID for payment but when I try to use it up for something, since I have extra money in my PayPal, it says this is not possible.
What is going on here and how can I fix this??
It seemed to “fix itself” after I changed to my PayPal Master Card (which was linked to my PayPal amount).
You appear to have problems with your PayPal account. The last transaction was declined. As the error message shows, go to the PayPal site or contact PayPal Support.
Are you getting a payment declined message? What is the exact error message?
What happens if you click (Verify) next to the PayPal?
I can only use PayPal if the Apple ID balance is 0?!

I have the PayPal necessary for the remainder of the payment, but it feels like I can only use what is in my Apple Gift card amount for anything in my apps
