Cannot click on either trackpad or apple usb mouse

Macbook Air Model A1466, OS: 10.14.3 (18D42)

Left or right click does not do anything; can move cursor just fine and scroll up with three fingers to see different windows. keyboard also works just fine.

tried using an apple usb mouse(A1152). also cannot click but can move cursor.

Have tried resetting the SMC and PRAM, restarting multiple times by holding down the power button.

Boot into Safe Boot and still cannot click. Have tried logging into multiple accounts with admin permissions.

tried booting into recovery mode and startup disk select; cannot click there either despite moving cursor.
