Hi! I have a question
in my setting account, there is a message popping up saying update payment details.
then it says there was a problem with your iCloud storage payment
what does this mean?

For payment details, log into your account in the App Store/iTunes and you should be able to change it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

For the payment problem, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
