Family sharing without an IOS device?

Hi,

I have an iphone and use iTunes, my eldest daughter has an iphone and both daughters (both under 13) have iTunes accounts/Apple ID's and we have family sharing set up which works.

My wife has an apple ID to use her iTunes with but how can she be on the family sharing without an IOS device?
