Photos on new ipad

I just bought new ipad pro 3, backed old ipad pro 1 up to cloud, then restored new one from that. Now have only 221 pics but had over 740 before cannot find them even in icloud. I have over 1000 photos on my iphone 11 hope I don’t lose those as well. How can I recover them?

Settings > [your name] > iCloud > Photos
