I purchased more icloud storage for my Mac. Icloud says I have 195 GB available when I look under system preferences, but I keep getting notifications that my icloud is full every time I open a document.

As implied by the above post, maybe what you are seeing is that your storage on your Mac is full when you open a document. Choose "About This Mac" under the Apple menu. Then choose storage and see how much storage is available on your Mac.
I have 429.88 GB free on my Mac. I have been messing with it all day and it seems that all files and folders that I created once the iCloud was full continue to say "iCloud storage is full" when opened. If I duplicate the file, the information uploads to iCloud and the prompt no longer appears when I open the new file, but remains on the old one. It seems silly to need to duplicate all of my files to escape the prompt, but appears to be the case at the moment.
That is a tough one. It is possible that you will need to extricate yourself from iCloud Drive. But, wait a while before thinking seriously about doing so to see if anyone has a better solution. Post back if you think you need to leave iCloud Drive behind.
iCloud space if for syncing and iOS back ups. How much free space do you have on your Mac?
Have you tried restarting the computer to see if that refreshes the storage? Have you tried signing out of iCloud and back in to see if that refreshes the storage?
