No, they don’t send out recall notices. Are you referring to the No Service issue?

I bought mine in 2016. Call the support center at 800-692-7753. Have your serial number or IMEI number ready, both can be found in setting/general/about. The virtual phone answering machine will ask a few questions, I responded by asking for customer service.
Yes, my cellular service went out this weekend while out of town. Apple gave me such a hassle. Ended up coming home and having to ship it back to California.
How new does the iphone7 have to be for Apple to let u return it?
