HELP ME , is this an email from apple ?? Why it look like this??

Apple won't send you an email/text telling you your account is disabled/restricted or will be disabled/restricted. You will find out the next time you try to log in somewhere.

No, it's a phishing email (Apple knows your name so wouldn't address you as 'dear customer' ; and Apple doesn't require accounts to be be 'verified') - you  could forward it to Apple : reportphishing@apple.com , and then delete it.
