Store photos straight to iCloud - not on device

I have run out of space on my iPhone XR (64gb) and recently tried to remove all my photos whilst keeping them on iCloud ( I have 200GB). The majority moved across to icloud and were removed from my device, however some weren't reomoved from the device even though they are saved on icloud. Every time I switch iCloud back on, it gets stuck at 1% and any new photos i take are not saved to the phone. I will have to manually remove them from the device and try to switch iCloud back on.

My question is, whether going forward I can set photos to go straight to iCloud and not save on my device - is this the My photo Stream setting in Photos?
