Apple Cash Transfer

I’m having issues with Apple pay transfers. I am attempting to either transfer my apple cash balance to my debit card, or add money from my debit card to the apple cash account - in order to make a purchase. However in both cases I am told my bank declined the purchase, despite my bank saying that no such decline has occurred on their end? Can someone please advise? Thanks!
