Your PC will be using any one of many different applications to open the PDF file, each having different capabilities. In addition, PDF files can be authored in different ways, not all of which might be fully recognised by the basic native PDF capabilities of iPadOS.
Have you tried installing the Adobe Acrobat App on your iPad - and attempted to open your troublesome PDF file there?
The PDF might not contain hyperlinks. Instead, highlight the URL - and copy the URL into Safari.

Which application are you viewing the PDFs in?
Safari. The PDF was hyperlinked on a previous webpage. The hyperlinks on the resulting PDF do not open.
The hyperlinks work (as hyperlinks) on a PC. The hyperlinked texts in the PDF are not URLs.
