How do I get my phone to get off of dock connector when I have the charger plugged into my car

There's probably a different USB port you can use for charging only. Many vehicles have Carplay or similar capability set up for use through a certain USB port. Whether you can disable that or not is up to the manufacturer. Check the car's manual.
