Disable text speech at startup on Mac

Hello, I am using OS X 10.11.6, and when I start my computer and get to the user log in window (see screenshot attached), the computer starts speaking. I would like to get rid of this voice. I have disabled VoiceOver, but nothing changes. Do you know how to disable this voice?

Hello,

This indeed is the behavior of Voice Over. Are there multiple user accounts setup on your Macintosh?
