Message forwarding is switched on in both devices but messages are not being sent to the iPad. I can send and receive from the iPad but new incoming messages are not received on the iPad. Is there a setting that I have forgotten?

First, try a forced restart of both devices:

If a forced restart doesn’t resolve the issue, log-out from your AppleID on your iPad, restart, then log-in again to AppleID.
Are your iPhone and iPad running the same “major” version of iOS/iPadOS?
If only one of your devices is running iOS/iPadOS 13.x, you may encounter difficulties as some iCloud Continuity services are not fully compatible cross-version.

The iPhone and iPad will not pair with Bluetooth. They are not designed to do that. While they both can share some information over the air, such as AirDrop, they need to have Bluetooth turned on, but not paired.
As far as text message forwarding, that needs to be turned on on the iPhone, and the iPad needs to be selected on the phone for it to receive those messages. There is not a setting for text message forwarding on the iPad. One other thing you need to check is to ensure that both devices are signed in with the same Apple ID. Both devices are running 13.3.1
Neither of those resolved the issue :-(
Additionally, the two devices cannot pair using Bluetooth. The iPhone states device unsupported!
