I just purchased an iPad 7. My old iPad 5 sent and received messages with no problem. I have searched for help and scoured settings on the iPad and my iPhone 5s. I am unable to send messages to others with non apple devices. Both the phone and iPad are on my home wifi. Thank you.

Those settings would be on the iPhone. Go to Settings>Messages>Text Message Forwarding, and then select your iPad. Make sure the iPad is signed into the same Apple ID.
