Bluetooth on my IPAD can not locate any devices. It just keeps searching for devices. I’ve tried all combinations with the devices with no luck. Any ideas?

There are 2 or 3 ways for your iPad to detect and allow Bluetooth devices to work.

To begin with, you can usually only have 1 device in contact with Bluetooth. I have a Bluetooth set of headphones with me right now. You can access the Bluetooth system in 2 ways. Start by clicking on System preferences>Bluetooth.

Make sure that the device you wish to be 'discoverable' by Bluetooth is in the window:

To pair the 2 devices (laptop and phones,) I need to click a button on the headphones to make the headphones discoverable.

Another way is to click on the Bluetooth icon in the toolbar at the top of the screen:

I click on connect, and then click the button on the phones and the 2 devices are paired.

Hope that helps.
