No Apple Cash on iPhone 11 Pro

I want to send and receive money in iMessage on my iPhone 11 Pro but the Apple Pay icon isn’t available on keyboard in iMessage. I followed the steps on many online forums and went to look in the Apple Pay settings and noticed that Apple Cash isn’t anywhere to be seen in settings (or anywhere else on the phone). I’ve never set up Apple Cash, but believe I should be eligible to. My phone is on the latest iOS 13.3.1. Any ideas?

I am over the age of 18 and no I am in the UK. My partner purchased an iPhone 11 today and has this functionality of being able to send and receive payments on iMessage and has Apple Cash in their settings. Apple Cash is completely omitted from my iPhone 11 Pro and doesn’t appear in the settings.
