how can I add a border / frame around text in Pages for iPad?

I don’t have the option to frame text in Pages on my iPad Pro. I read instructions in several places, but it’s nowhere to be found in this version.

I tried creating a frame using a square object with no fill but a border, but I can’t send it into the background - the option is locked, so unless I delete it, I can no longer access the text behind it.

Any ideas? I’ve looked just about everywhere!
