My iphone 11 has a glitchy home screen where the wallpaper is black and i cannot tap any of the apps, please help

I would like to know how to fix this issue, I was on a discord call with my friends and then all of a sudden I got kicked out of my phone and when I went back into to my phone I was greeted with a black wallpaper and my apps were smaller than normal, when you go to click on any of the apps and swipe to them, you can't do anything and the phone is frozen. I tried restarting my phone but it would just be frozen and not allow me to restart it.
