I PAID OFF THE AT&T PHONE BUT IT DOESN'T UNLOCKED

I am using the AT&T network, a few weeks ago I paid off my iphone 8 plus to unlock this device in US. Right now I am travel to Vietnam, when I put into my Vietnam sim card I received the information like " Sim not valid". Please help me because I tried to contact AT&T service several times to unlock this device and they said my device approved to unlock.

My iphone 8 plus Imei is: 359401089204421

Just because you paid off the phone does not automatically unlock it. You have to make a request to AT&T to unlock it, and then follow the instructions they send you if they approve it.
