iTunes and AppStore is disabled

My AppStore and iTunes is disabled, I recently got a new phone and my old one had the same problem. How can this be solved? I’ve tried everything and nothing works. Please help me

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
