Why is my phone saying that my AppStore and iTunes are disabled?

Why can’t I download anything? Every time I try it says that my phones AppStore and iTunes is disabled

Phones App Store Why does it say that my AppStore is disabled and iTunes are disabled cannot download an app nothing. I went thru the steps to try to fix myself and got no we’re very frustrated
