I would like to know how recover photos after reset? I have absolutely sure I made backup with ICloud but now then found just one backup. I’m really disappointed with ICloud- Apple. I have a great pictures, memories and now I lost everything because I can’t upload in my cellphone only reset.... I’m so sad.

After you reset your iPhone, did you restore it from that backup?

If you have sync enabled for some data (like photos in this case), that data is not included in the backup as it's already on the cloud. After the backup restore, make sure that iCloud Photo Library is enabled, then leave your device charging overnight with good Wi-Fi connection and be patient.
Note that iOS syncs large data only when on Wi-Fi and charging.
