iOS 13.3.1 Why does Bluetooth "Forget This Device" not stick. The device keeps coming back and trying to pair. It’s as if the “Forget This Device” isn’t really there.

Forget this device removes any existing pairing with the device. It does not prevent the device from appearing ready to pair if the device is in pairing mode and you open Settings/Bluetooth. Most devices are only in Pairing mode if it is selected on the device, or within 30 seconds after the device is powered on. So unless you intentionally put the device into Pairing mode it should not appear when you go to Settings/Bluetooth.
