UK unlocked iPhone cannot be used in Australia

We are currently on a 10 week break in Australia from England. We took a spare unlocked iPhone 6 with us and bought a sim in from Vodafone Australia.

To our amazement it would not install the new sim. The guy in the Vodafone shop reckons our UK unlocked phone still has some kind of lock restricting it to UK (and presumably Europe as well).

Is this true? Has anyone got any comment?

Yes, SIM locked iPhone can only be unlock by the carrier that applied the lock.

After you get a notice from the carrier that they have unlock the iPhone,
