Lost IPhone, need help with steps to take

My daughter lost her iPhone and has already replaced it with a new phone/service. She has “locked” the phone via FindMyPhone and put it in lost mode. She was trying to erase the phone but it says that as soon as it is connected to the internet it will erase. My question is, shouldn’t she remove this device from her account or does she need to wait till the phone erases first? What if it never connects to the internet because the activation lock is on and therefore, never gets erased? Isn’t this lost phone, while still associated with her iCloud account, using storage, etc? Just wondering what steps, and in what order, she should take in order to clear the info from her lost phone, and to not have that phone associated with her iCloud account anymore.

If she removes the device from her account, it won't erase and it won't be activation locked.

There's no particular reason to dissociate it from her iCloud account.

If the device has a password on it, she does not need to change her Apple ID password.

Dear

1) first change icloud password; By changing your Apple ID password, you can prevent anyone from accessing your iCloud data or using other services (such as iMessage or iTunes) from your missing device.

2)Change the passwords for other internet accounts on your device. This can include email accounts, Facebook, or Twitter.

3)Report your lost or stolen device to local law enforcement. Law enforcement might request the serial number of your device
