Why will my iPod not find an app when searching iTunes.
The same app is found easily on my iPhone.

Why will my iPod not find an app when searching iTunes.

It’s “Billy Goat Offroad”, and not “...Offload”.
This app requires iOS 12 or later, and works across iPhone, iPad, and iPod touch.
Settings > General > About will tell you which iPad you have, and which iOS or iPadOS version is in use.

The app is Billy Goat Offload - a mapping app
In the past I have found apps by searching app store and then been unable to download them because they require more modern hardware. In this case the app cannot be found, so I updated the iOS - but still cannot find the app.
I am beginning to think it was found by my phone because it has a GPS, but not by my iPad or macbook as they do not have GPS.
Some apps do not support iPad.
What app is in question?
Does your iPod touch or your iPad (you’ve referenced both) match the hardware requirements and the minimum iOS or iPadOS version required for the app?
If your online profile (iPad 2, iOS 9) is correct then
you need to upgrade to a newer iPad that can run iOS 12 or later.
FYI: iPad Wi-Fi + Cellular models do have GPS.
