Apple ID and password

I have been trying to reset my Apple ID to my new email address.

I follow all instruction and choose a new password.

Apple accept this as they wish to send a confirmation to updated email address.

I get an email from Apple (via updated email address) asking me to do it all over again.

This has happened many times.

I.m going round in circles.

Assistance required please!!
