I want to make a third partition to install Linux on. I have previously installed windows through boot camp. It is like the partition for OS X is locked at 400 Gb from when I installed windows. I can't change that now even though i have 80 Gb of free space. What can I do to fix this?

Use a virtual machine to install Linux. you can not use Disk Utility to create a third partition if you have a Boot Camp partition. If you wish to proceed with your partitioning scheme make sure you have a good recent backup of your Windows and Mac partitions/data. You will lose everything if you don't.
Instead of creating a new partition, try adding a new volume. See this link for a walk-through.

You can also create a Linux VM in Parallels Desktop, VMWare Fusion or VirtualBox.
Note: The BootCamp partition can only be modified by using the BootCamp Utility, not Disk Utility.
In case I wasn't clear, an APFS volume and a partition are not the same thing.
