cannot download photos from iphone XS to PC

I'm trying to download photos from my iphone XS to my HP PC (windows 10) and its not working. My PC recognizes my phone and will find the pictures but when I hit download it will download a few then an error comes up. I've tried reinstalling itunes, reinstalling windowns photo app, resetting my phones security settings, tried other computers (another HP and a Toshiba), and nothing has worked. I've tried using icloud but it doesn't download the original file size. When I select "unmodified original" I can't view half my pictures because they are in the wrong file formal. How can I get the original sized photos on my PC in a way that I can view them?
