Transferring photos to iCloud and/or PCs

I have long been copying my iPhone photos to my PC using the USB charging cable, starting with my iPhone4. With my latest update of iOS (14.8),  when I try to do that, I get the message "Error copying file or folder, device is unreachable". If I click on the photo, I get the message "Sorry, Photos can't open this file because the format is currently unsupported or the file is corrupted". They are mostly Jpeg files and I get the same response when I try to look at an image I previously copied, two months ago.

Also, even though I've set my photo preferences on my iPhone12 Max to "Download and Keep Originals", they don't show up there.

Thank you. I contacted Apple support since I have AppleCare and they walked me through the process. I had to update my phone to iOS 15.1 and download a new version of the iCloud application from Microsoft.
