Apple Pay for minors

My teenaged daughters have been using Apple cash regularly for the last year. It has become very convenient for me to dispense allowances. They use it regularly at school functions, online purchases, etc. My 14 year old was just prompted to "verify her identity". Now she no longer has use of this feature. This is extremely frustrating. Is there a way to bypass this?
