I have bought an Apple Watch Series 3 recently but upon opening the box. I could not find a charger?
Does it not come with a charger ?

It does not. As you can see in the very image you posted, the charger comes with the GPS+Cellular model only.
The GPS-only model does not have it.
The GPS-Only Series 3 Apple watch does not come with a charger no. -
The GPS+Cellular model does include the charger.
