Can I Create the Same iCloud Email I Deleted Over 1 Year Ago?

Hello. I have another Apple ID (@icloud.com). I permanently closed the account in 2018 or early 2019. Recently, I have realised that I have used that email address as a security mail for another online service. I was trying to create an Apple ID with same iCloud mail address, but the app told me the address was taken, even the test email I sent to that address got bounced for the nonexistence of an account. Can someone please tell me if Apple doesn't recycle deleted addresses like Google? Thanks.
