Can I move voice memos to iCloud?

After reviewing your post, it sounds like you want to record a voice memo on the iPhone and download it to a Mac, then delete it off iCloud and re-upload it from the Mac to iCloud. iCloud is used to sync content between devices. If you delete it from iCloud it will be removed from other devices too.

1. On your Mac, choose Apple menu  > System Preferences, click Apple ID, then select iCloud in the sidebar.

If you have a Voice Memo recorded on the Mac, you would need to enable the iCloud Setting for it to be available on other devices.

"You can listen to your voice memos on any device where you’re signed in using the same Apple ID and Voice Memos is turned on in iCloud preferences. See Set up iCloud."

If you want the file to be viewed in iCloud Drive you can drag the file to the desktop from the Voice Memo app. Then drag it to the Desktop and Documents folders.

"You can even drag files into the Desktop and Documents folders, and then find them later on your Mac."
