After reviewing your post, it sounds like you want to record a voice memo on the iPhone and download it to a Mac, then delete it off iCloud and re-upload it from the Mac to iCloud. iCloud is used to sync content between devices. If you delete it from iCloud it will be removed from other devices too.

- On your Mac, choose Apple menu
> System Preferences, click Apple ID, then select iCloud in the sidebar. - Select the app whose iCloud features you want to use. Deselect any app whose iCloud features you don’t want to use."
