Help problem in monobank ukraine card

Hello! Please tell me, I’m adding a Ukrainian mono bank card and it gives me an error, why? The card is added to pay pass but not added to apple id. It writes such an error. What should I do? I attach the photo to the subject of the conversation

Do you have access to another WiFi network where you can try? That has worked for several people.
