Hi there i would like to change my country region on App Store , but I couldn’t because I have funds on it and it is low amount, so I cannot buy anything with it
any idea ??

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
