So I finally got hold of the previous owner of the phone and they removed the iPhone 5c from thier icloud. But now at setup after selecting language, country and my wifi network, it takes me back to the activation lock and wants the previous owner's apple ID and password. So it's entered but then a pop up says that the Apple ID can not be used. An anyone please help.

You need to contact the previous owner for assistance.
If necessary, if they are the original owner, have them take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store.

They could have signed out of iCloud, which would remove the device from the account, but not turned off Find My Phone.
You need to contact the previous owner and have them do the steps in the second part of the article that I posted a link to.

Then the phone you have is worthless. See if they will refund your money.

The owner is really difficult to get hold of, so I'll try the other options you listed. I just don't anderstand why the activation lock is still in effect of the device is removed from the account.

Those steps don't work as the owner already removed the phone from her account. So th phone is no longer present on her account.
