Unable to activate

hello, i'd like to know why i can't activate my iphone 7+( model a1661, fcc id:bcg-e3087a, ic:579c-e3087a). Whenever i want, it says unable to activate, an update is required to activate your iPhone. What update do u mean and how to do it?
