How to restore notes that were deleted from recently deleted?

My iCloud back up stated that the last day it was backed up was March 2019 on my old iPhone which the notes were stored and accidentally deleted from. However the notes were entered on September 2019. Will this procedure still work?
From an iTunes/iCloud backup created when they were still on your phone

Since the notes were not on the device when that backup was created, no.
Okay thank you, the phone wasn’t in use and when I clicked on the notes that’s when it disappeared.
