Given the millions upon millions of phone with Touch ID, saying most who updated lost this feature is not very accurate. Have there been some reports, yes. Has it been widespread, no.

You have personally contacted all users of iOS 13.3.1?
No, I have updated all major and minor iOS updates, never lost fingerprints for my Touch ID.
You can only use passcode after an update/reboot.
After that the fingerprints should work as usual.
Thanks, I meant to add that the first time you sign in after an iOS update, you have to enter your passcode, then Touch ID should work as it did before.
When I updated, I didn't loose my finger print. If you lost yours, just re add it to your phone through the passcode settings.
