unlocking a 3rd Gen. iPad...I don't know the Apple ID or the password and there is no way to reach the previous owners. I was told that there ways of bypassing that and then use my own ID & password. can anyone help me with this task??

If the device is Activation Locked, only the AppleID to which it relates can remove the lock. This anti-theft measure cannot be bypassed. If you cannot contact the previous owner of the device, you’ll not be able to reuse it.

That iPad is activation locked and without the info from the previous or original owner of this iPad, there is absolutely, positively NO WAY to bypass or circumvent the Activation Lock.

NONE!

Activation Lock is anti-theft, privacy and personal data protection feature.

There are NO procedures to circumvent this.

Apple will not help you since you are not this iPad’s original owner.

That iPad is a dead, useless device to you.
