iPhone XR won’t turn off and comes up with weird screen

I’m trying to turn my iPhone XR off and on again as it’s playing up a bit, but every time I try it comes up with this weird screen instead of turning off:

I cannot turn it off, no matter what I do and this screen hangs around in the open apps scroll.

Do this Force restart iPhone - Apple Support

that is screen is for facebook messenger video calls.
